jpg attacment on new bug

I have installed bugzilla on windows server 2003 with IIS 6
Everything is running ok including the mail system
Only one thing is bothering me - when a user attach a .jpg picture to
new bug I can’t  see the attachment …
Is anyone can give me directions to solve this issue??
