Right, but we don't have invariants. So it's not a direct problem -
although I guess people could fork our docs and add them.

The advantage is wider compatibility - people can take content from the
Bugzilla guide and include it easily in other CC-licensed works.
Admittedly, this is a bit nebulous. But when we relicensed the main
Mozilla codebase, we couldn't imagine Songbird and Miro...
