Maybe contrib/skins, and then admins can move them to skins/contrib if they want to enable them? I don't really care, just want to offer the simple one that I wrote. :-)
The 3.0 docs do say, "If you write an alternate skin, please let us know!" So consider my original email the 'letting people know'.

I don't think we want more skins in skin/contrib/. We should rather have
a central place where we can store them, or at least have a page on
bugzilla.org pointing to contributions like yours.
