WebServices: quick code walk through

Team,

I was hoping somebody could point me down the right path as getting some
type of quick walk through on the entry points into the WebServices. To
start things off, it would be super beneficial if somebody could explain
what xmlrpc.cgi is doing. Looking at the code is not completely obvious and
I think may be related to my Perl inexperiences.

If this is not the right forum for a question like this, please let me know.
Would IRC be better?
