Known Bugzilla localization bugs and problems

This is an interesting list, but it's not clear what it's for. By that I 
mean, it could be for several things, and it's not obvious which one(s). 
Is it:

- A list of bugs the l10n team would like to fix;

- A document telling localisers how best to deal with particular l10n 
issues they will encounter;

- Gathering of support for making a proposal to radically change the way 
we do l10n

?
