while it is not "tied" to any particular VCS, it does to the extent
possible offer integration hooks with them.
If you load a mxr source page especially for files (but also in
certain cases for directories) you will get links in the top right
corner to various integration points.

bzr has proved to be the worst in supporting such links (I have a
draft change to support git, but I've investigated integrating with
loggerhead [including contacting their group on irc] and concluded it
is not practical at this point).
