bug resolution and foreign keys

Ya... was afraid you'd say that.

Some of the fields cannot be changed. The QA manager doesn't like the 
wording. He wants to use other names. (Eg. "DUPLICATE" -> "Duplicated".)

Why are those "non-deletable value"s? (I did a couple of quick Google 
searches and didn't find any hints.)
