	Unfortunately, that just won't work very well with Bugzilla::DB.
The separate parameters are as necessary for shadowdb as they are in
localconfig.

	I'm more OK with having lots of groups. We can perhaps switch
things around for System Groups at some point so that they display
differently in the UI, but I think reserving but not pre-creating
groups would add a lot of complexity to the code.
