Yes; these are similar.

I don't think a custom field is the right solution. IMO, custom fields 
are best when they are information that pertains only to a single bug, 
and which has no special display requirements. "Customer name", that 
sort of thing. Dependencies link bugs together, and have special display 
requirements (dependencytree.cgi and dependencygraph.cgi). This makes me 
think that a general system for relating bugs together should be part of 
the core code.

Just because we have the custom fields hammer, doesn't mean that this is 
a nail :-)
