XMLRPC interface question

Is there any documentation for the XMLPRC interface?
All I can find is documentation of the Perl side, and it's not really 
even very complete.

I'm looking for documentation from the end user side.   Is this a SOAP 
interface?  Is there a query to get the WSDL document that describes 
what methods are available?
