Using Bugzilla to hide spam sites

Really not! Why should *we* have to log in because someone *else* 
attaches unwanted attachments? This is annoying and I frequently view 
attachments without being logged in (e.g. when being on computers which 
are not mine). I would hate to not be allowed to view them anymore.
