Adding an XML-RPC to append comments

Certainly, however I am mucking around with bugzilla code.  I assume
typical users don't do that.  Specifically, I'm trying to get an
'append_comment' XMLRPC to work.  Developers definitely seem to me to be
the most appropriate people to ask.  Especially since it seems that the 
feature has recently been added to the 3.1 code.

I was just after a little help in trying to add a feature to my bugzilla
installation.
