Bugzilla: UI Design

	I was having a few thoughts on UI Design, and then they sort of
turned into a lot of thoughts, so I wrote something up on the Wiki:

	That's a set of UI design guidelines, and things to keep in
mind while you're doing UI design.

	Bugzilla doesn't really follow them now, although it does
follow them in some places.
