Oracle support

Hey all,

after watching the non-development of Bug
189947<https://bugzilla.mozilla.org/show_bug.cgi?id=189947>for a
while, I've decided to bite the bullet and develop this myself. I've
started working on it, and I can post rubbish, untested, unfinished alpha
code it, if people want. :-)

I've started porting Bugzilla/DB/Pg.pm and Bugzilla/DB/Schema/Pg.pm to
Oracle versions. I'll let you know how I get on.
