'related to' bugs vs. dependent bugs

In a similar vein to 'related bugs', we have a long-standing request  
to implement 'favorite bugs' or 'bugs I'm watching'.  This would be  
different to CC, insofar as it would be a shorter list of items I'm  
really interested in.
