But that's backwards logic. Let's reverse it:

It's hard for admins to find prefs.

-> We should have fewer, better organised prefs

But we don't want to remove any (or many) prefs

-> We put the less-used ones somewhere out of the way.

Anyway, let's start by trying to remove some, and then we can see how 
many are left, and whether we need further simplification.
