OK, let me turn the question round. Why do we make _anyone_ compile
their own documentation? (I seem to remember it being a right pain;
perhaps it's got easier since.) Why don't we ship the HTML version in
the tarball? 99% of installs aren't going to modify it; those who do can
read our docs on how to do so correctly, then recompile it into the same
location.
