Changing the Versioning Scheme

I missed the meeting; but I think that the problem was our psychological 
hangup about the number 3 (caused by Hixie's earlier efforts). From now 
on, we can adopt a more normal scheme. But I think that revving the 
major version number with _every_ release would swing things too far the 
other way.
