Bugzilla 3.0 branch locked

Here we go. Remaining blockers for 3.0 final have been fixed. We are now 
running QA tests and we can expect a release next week, unless 
showstoppers are found meanwhile.

This also means the End Of Life of Bugzilla 2.18 (there will be no 
2.18.7 release).

Those interested in QA can join us in #qa-bugzilla. If you find any 
critical bug while playing with 3.0 RC1 or 3.0 RC1+, hurry up and report 
your bug as soon as possible. Many thanks! :)
