I'd say two is the right number - a default and an alternate, to
demonstrate the system. Perhaps a "minimalist" skin, to keep down
maintenance.

The more skins we have, the more maintenance work we give ourselves if
we don't want to ship with broken skins. Remember, each one needs to be
tested visually on every page before a release.

That's how we got stuck with a really ugly throbber for the Mozilla
Suite way back when. Contests to decide which code gets shipped are not
good :-|
