Is there one for that page?  If not, maybe we want one.  We should 
probably provide a link to a privacy policy on the createaccount page by 
default (and probably in small type in the footer somewhere).  We can 
put a page.cgi page in with some default template for people that don't 
already have one.

Yep, except that the version of Bugzilla we're running didn't support 
that completely enough to implement that at the time.
