It sounds a bit like it to me, too :-|

Note that Google, in their very-recently-announced hosting project, is
moving in the opposite direction - less structured fields, more tags,
and better search. While we don't have their search fu, we might want to
pause before making the Bugzilla UI even more complex, given that this
is one of the things it's often criticised for.
