Perhaps it would be worth setting a good example by saying that all
future customisations we make to b.m.o. will be packaged as extensions?
If the patch also has to contain a few one-line changes adding the
required hooks because they are not yet present, that's still much
easier to re-merge than the current method. And it'll give us some data
about where hooks might be needed by other people.
