That would certainly be much better - but we'd need a good idea of what
deep pools we were throwing people into before we removed AND support.

One option might be to tell the admin "migrating will create 37 new
combination groups, as follows:" with the count of bugs in each. Then,
if there are 20 of them with a single bug each, those are probably
mis-categorisations. The admin could use the UI to fix them and simplify
things before migrating.
