You might want to roll your own by processing the cvs-changes email 
notifications (procmail and/or exim) and then inserting the reformatted 
information into bugzilla automatically via the www:mechanize using a 
special account, e.g. called bugzilla-gateway at whatever.com or whatever.

Of course you would have to have some tidbit of information available in 
the cvs-changes email body in order to make the link to the right bug. 
For example, a requirement might be to include the tag '[Bug#123]' in 
the log duirng each and every cvs commit.
