FWIW I *had* my original localconfig in place: remember, this was a
CVS update. WHen doing the sanity check it still flagged all bugs
using values in the localconfig.

FWIW I think checksetup should give the user the option of adding
their definitions in localconfig to the database. Ditto on the other
new tables that used to be localconfig specified.
