  That's a relaxation of the current rule which is that we cannot 
checkin without approval.   A few of us asked Justdave to permit this 
"bypass the procedure" hook so long as we comment on the bug that this 
was one of those necessary spots and we suggested that all such 
situations be reviewed.  

   Essentially, justdave agreed to relax the policies we all agree to 
follow so long as we dont abuse the exception mechanism.  This is a good 
thing.
