How about a set of scenarios like....

Create a test bug in each of several products (distinct group policies)
Confirm the bug's groups are set correctly [I actually have a 
show_groups.cgi for this]
Confirm that an authorized user can query/list/view/edit the bugs
Confirm that an unauthorized user cannot query/list/view/edit the bugs
Add a previously unauthorized user to the CC list
Confirm that the previously unauthorized user can query/list/view/edit 
the bug
Turn of CClist accessible
Confirm that the previously unauthorized user can no longer 
query/list/view/edit the bug
