E-mail notification of new attachments

Hmm, sure enough, there is, but I don't get mail even though all four
checkboxes to the left of "I want to receive mail when New Attachments are
added" in my e-mail preferences are checked, and I'm the assignee for the
bug I've been adding attachments to.
