The New Reviewers List

Great idea, however, I wonder if it would be more appropriate to utilize
role accounts like we do for documentation at bugzilla.bugs - that way
roles could change without having to update the reviewers list as often
plus it would allow us to have multiple people available for reviewing a
particular update and each would get notified.  This (in my mind) would
be a lot better than having people constantly pick one person for
reviewing all of one component while others who are willing and able to
do reviews don't get any reviews at all for that component.  Frankly, I
think this would be best implemented through the QA contact.
