Hmm... This is why Mozilla used to have a branch landing tool, so people 
could queue up and know whose code they had to merge and what order they 
were in. Perhaps something like that would be good?

Currently, it's a case of "whoever has most time to get on IRC and find 
a reviewer get there first", which seems a bit unfair for those of us 
who have to spend time saving the world[0] as well as writing Bugzilla 
code. ;-)
