In Bugzilla 2.20 (currently in the RC1 stage) there is the ability to 
specify this behaviour through the user of a parameter. 
https://bugzilla.mozilla.org/show_bug.cgi?id=251669 is about this 
behaviour - although note it also adds it for QA Contact and Assigned To 
as well.
