handling blocking flags

Just so it doesn't catch anyone off-guard, I've told Max (mkanat) that
he can grant/deny blocking flags and otherwise twiddle them (and given
him the necessary privs to actually do so).  Since he's actually the
release manager, it only makes sense to give him the authority to be
effective in his job.

If you disagree with any of the decisions he makes in that regard,
please get with me.

You still need myself or Myk for approval flags.
