Packaging of Bugzilla 2.18 in Debian

BTW, the packaging for 2.18 is on good shape, I've already published a
preview release:

Im' currently working on fixing a couple of bugs in the package, and
will soon release a new preview version.

I think that 2.18 might get uploaded in sid soon...
