Indeeed, you underlined a true issue. To me, ideally, the idea behind 
the Policy statement about CGI might be extended to PHP scrits.

Doing such a change in the Policy will certainly cause the anger of 
many maintainers although (and by the way, trigger a lot of Policy
violations)...

I'll send a mail to debian-policy at lists.debian.org in order to discuss
this issue.
