Packaging of Bugzilla 2.18 in Debian

Hello there, 

There is a request for packaging Bugzilla 2.18 in order to let it enter 
Sarge[1].

I think that this is the time for cleaning up the Debian package and
that's why I started to package it from scratch.

Looking deeper in checksetup.pl, I've found that this script can create
the first Bugzilla's administrator, even in a non-interactive mode.

That's exactly what I need for the configuration phase of the package
and it seams to work the very first time.

The problem is that I cannot find if there is a way to tell
checksetup.pl to _update_ the administrator account.

For instance, if the user installed fist the package and then
re-install it with changing the admin email...

checksetup.pl will then create a second administrator, won't it?

Could you give me details on how to use this script the better way?

I attach here the "answer file" I use, could you tell me if it's right?

Second, to respect the Debian policy, I have to put *.cgi in
/usr/lib/cgi-bin/bugzilla/ and all the other files in
/usr/share/bugzilla, all the HTML outputs refers to local directories
(css/, js/, ...) what is the best way to update them in order to change
that locations to something like /bugzilla/css/, /bugzilla/js/, etc...?
