Drop Upgrade Support for 2.8?

	I think that we should just drop support in Bugzilla for upgrading from
2.8. At this point, it's almost impossible for us to know how our
changes are going to affect people upgrading from such an old version,
anyhow.

	As far as I know, 2.10 still upgrades correctly.

	If people really are still using 2.8, they can probably upgrade to 2.16
or 2.18 or even 2.12 first, and then upgrade from there on out.
