bug email.pl on WinXP ? (contrib)

Hi there,

i have a running Bugzilla installation on WinXP.

Now I want to setup the mail interface (bug_email.pl) 
in the contrib directory to get a bugzilla/cvs (cvsnt) integration.

Is there any documentation or hints how to setup the bugzilla mail
interface on WinXP (or better non UNIX platforms ?).
