Thanks, Joel.  I've just enlarged on my suggestion there.  It's still
at the talking-shop stage, and likely to stay there for a while
(unless someone else starts hacking; I don't have time to actually
work on it this month), so I'd really welcome some input, in
particular on the practicality of the whole thing and on the semantics
of clashing access rules.
