It's deliberate.  There hasn't been any stable release containing it 
yet.  It was checked in after the last release.  It did get checked into 
the 2.20 branch though, so if you pull BUGZILLA-2_20-BRANCH you'll get 
it.  Bugzilla_Stable won't include it until 2.20.1 is released (or 2.22, 
whichever comes first)
