Bug Deletion

	So, bug deletion is a bad idea. We keep telling people this.

	We tell them instead to move their bugs to a graveyard product that
nobody can access but the admins.

	Why don't we just modify "bug deletion" to do that? We can get rid of
bug deletion, and replace it with a param called something like
"graveyard_product_name".
