UI Simplification

Hey,

I don't know if this has come up in the past or not, being a newbie to
Bugzilla - especially on the admin side.

I've been making some changes to the template set, to make Bugzilla more
useful for the Jaws[1] project, and try to improve the experience for
people who just want to report a bug, and get out of there :P

Would people be interested in merging some of these changes into the
main release, or is it better left as a local modification? I'm willing
to take the time to do the merge myself.

The biggest changes have been made to the bug reporting page at the
moment, where I have shifted half of the inputs down to a section
labelled "Developer Settings", explaining to users that they probably
don't need to worry about those ones.

You can see a screen shot[2] of it online - I'll upload some more to my
site[3] as I progress. The custom Jaws bits are all done in the header
and footer, so they obviously wouldn't be merged in :P
