Should we remove ability to turn on user and bug deletion?

I have had to use the "delete users" feature quite a bit this past month.
Or rather, I'd would love to see a "merge user" feature, combined with
maybe an "user alias" feature.

My company got merged and they're busily migration all the old email
addresses to the new format.  So I currently have 3 email addresses, all
funneled into a single account.  

A lot of the employees got confused and ended up creating 3 bugzilla
accounts.  I had to disable new account creation, merge the 3 accounts into
a single userid, and update all the sql tables accordingly.

And since the 3 email addresses will be around for a while, I plan to
create a lookup table to find the one email address bugzilla recognizes.
This will be required to get bugzilla_email_append.pl working cleanly.
