Volunteers needed for 2.18rc3 release

OK, I went and tackled the documentation page, since no one else has 
volunteered for it in the 10 days since I asked. :)

It's still unfinished, but the basics are there.  Still to be covered: 
how to turn your changes into a patchfile.  If someone wants to write 
that up, feel free. :)

That leaves the status update..............
