It's my opinion that this really needs a separate field instead of
overloading keywords -- something like Issue Type, which can be used to
differentiate between categories of issues (bug, enhancement, customer
issue, installation problem, etc). 

OTOH, we know what the policy is towards adding fields to the bugs
table. <wink>
