Zarro Boogs?

I don't know if you are asking about the template or the history; you have
an answer to the former.

The term itself is... a choffman-ism, I believe; it conveys the idea that
no software that ever ships has "zero bugs"; but, we make engineering
tradeoffs about what we'll fix, what we'll work around, and what we'll
ignore. Eventually we get to a state of code that can be released... and
that state doesn't have "zero bugs," but "Zarro Boogs." 

This is, at least, the explanation I remember when I started working on BZ
in 1998.
