It took a lot of work to stabilize 2.18 after the huge pile of stuff

changes that went in on HEAD that had to be fixed by a very small cadre
of people (yes - I know you were one of them).
I think that our position towards feature bloat caused by people who
stick around to maintain the feature should be very different from our
position towards features from people who just want to contribute a
feature to HEAD and walk away.
For now, we should encourage the work-item folks to work with us to make
maintainable interfaces where their customizations can interface. Then,
if we find that the actual customizations reach a criticial mass of
users and maintainers, they can land.
