I would guess Jakob is referring to the XML-RPC API implemented by Red
Hat. It is in their tarballs
(http://bugzilla.redhat.com/download/bugzilla-redhat-20031120.tar.gz)
but extracting patches from there can be a bit of a PITA, and I have
been surprised not to find patches for it in b.m.o.
