I find that to be very useful for some fields. In our installation we're 
tracking symptom, scope, client OS and server JVM*. Scope is a range of 
people affected by the defect reported and it includes "usr-all, 
usr-most, usr-some, usr-few, dev-all, dev-most, dev-some, dev-few, 
adm-all, adm-most, adm-some, adm-few, laszlo"

Keeping them in that order is very nice for the bug writers to get used to.
