The problem is that it's a HUGE FREAKING PATCH, and we're all volunteers
(at least we all have been until just recently). Something that size takes
a lot of time to review, and contiguous time, at that, where you can
concentrate on it until you're done so you don't miss anything. Something
most of us haven't had time for in more than a few years.
If you want it in that bad, put one of the core developers on your payroll
for a month or two to shepherd it in. Otherwise we have real jobs to tend
to that take most of our time.
Just look at bug 87846 (the mail notification rearchitecture to drop the
dependency on Sendmail). That's another huge freaking patch. And it's
also been there *longer than custom fields* I might point out, and it's
just now getting to the point where it may get checked in soon.

Priority means nothing if there's no time to deal with it.
